Without a centralized system, efforts rely on personal relationships with farmers and ad hoc coordination, making the process inconsistent and resource-dependent.

That might be with friends or relatives who have lent spare bedrooms or couches; it might be short-term apartment rentals with ad hoc roommates or multiple family members in a shared hotel suite.

Also on Wednesday, the council approved the creation of an ad hoc committee on windstorm and wildfire recovery to oversee rebuilding efforts and the distribution of state and federal aid.
