The safe parking is for a small subset of those RV dwellers who meet two criteria: Their vehicles must be operable, and they must have proof of ownership.

Rob Sagginario, the general manager of the RV park’s private operator, said his hands were tied because the time limit is written into his lease with the county.

“I can’t wait to start this new life living in the RV full-time and I want to share that with someone,” he said at the time.
