After Hauptman hired a surveyor to prove the tank was on his land, the city said its location still violated setback restrictions.

The government said under a fully digitalised home-buying and selling process, "the information key parties need – from mortgage companies to surveyors – will be within reach immediately, with the necessary identity checks carried out once".

Geoff Hunt, an independent chartered building surveyor, said open cell spray foam had gained popularity in recent years, bolstered by government initiatives.

It said an independent surveyor "found that the lift was well maintained and was showing age consistent with the installation made".

In 2023, the PCA published an inspection protocol in a bid to help surveyors and lenders assess any potential risk in pitched roofs.
