RAY rebuked by Audit Office

The National Audit Office has rebuked the Slot Machine association (RAY) for allegedly distributing some of its revenues illegally. According to the office, some of the grants made by RAY have been used for general funding of organisations, when according to the law they should only be used for exceptional expenses.

In its defence, RAY says that it has interpreted the law to mean that administrative costs of small associations can be covered by its grants. If RAY grants could not go towards those costs, many small organisations would not be able to function.

In the period 2008-2010 RAY granted between 184.5 million and 191.4 million euros each year. RAY conducts between 60 and 100 inspections annually.

The grants are not always easy to oversee, according to the audit office, because the funding decisions do not always specify a purpose for the funds.
