Stubb took over the rotating chairmanship when Ilkaa Kanerva was sacked as Foreign Minister.
Transparency in the OSCE is the main theme of the summit, which is being held in Kazakhstan. About 300 MPs from 58 member states will attend.
After his speech, Stubb will field questions from the MPs.
