HS: Chancellor of Justice sees infertile grounds for legal challenge to Vapaavuori’s Rosatom dealings

The Chancellor of Justice Jaakko Lonkka told Helsingin Sanomat that he is not aware of legal grounds for claiming a conflict of interest overstep on the part of Minister of Economic Affairs, Jan Vapaavuori. The Greens raised questions after it emerged that Vapaavuori had signed off on a nuclear co-operation deal signed by Rosatom on behalf of the Russian government, as well as handling the permit process for the Fennovoima project.

According to Helsingin Sanomat, the Chancellor of Justice Jaakko Jonkka said that there is no reason to suspect unlawful conduct in the part of the National Coalition’s Minister of Economic Affairs Jan Vapaavuori in relation to the Rosatom deal.

Jonkka emphasizes that officially, in his role as Chancellor of Justice, he does not yet have a full picture of the issue.

“The picture I’ve received depends on a few media sources. I do not have the legal grounds, at least not at the moment, to say that the threshold for investigation has been exceeded,” wrote the Chancellor of Justice in an email to Helsingin Sanomat.

On Saturday, Green League chair Ville Niinistö spoke to Yle, calling on Vapaavuori to explain the procedure surrounding the deal and to give details on whether the Chancellor of Justice cleared his continued participation after he’d signed the co-operation agreement.

On the same day, the national daily Helsingin Sanomat published a piece quoting two professors saying that there could have been a conflict of interest.

The Ministry for Employment and the Economy yesterday denied allegations of mismanaged procedure as unfounded. Yle has not been able to reach Jan Vapaavori for comment.
